No. Most Windows laptops from the last five years can run a DAW like Reaper or Cakewalk without trouble. The bigger factors are a stable audio interface, enough free storage, and turning off background apps that steal CPU during a session.
A USB audio interface, one microphone suited to your source, closed-back headphones, and a DAW. That combination covers vocals, acoustic guitar, and most beginner podcasting needs before you add anything else.
Usually microphone distance, gain staging, or an untreated room. Moving a mic six inches closer and taming early reflections with soft furnishings solves more problems than any plugin.
